Abstract

The information on the operation and productivity generated in 25 years of railroad concessions in Brazil allows expanding knowledge about the behavior of the management of these infrastructures with the mapping of economic measures associated with the private sector. This work aims to understand the reasons for the gains of scale during the 25 years of railway concession observed and how these gains/losses behaved over the years. Thus, this work used the DEA non-parametric method to measure the scale of railway production in the period from 2006 to 2017 and evaluated, using linear models, process factors that relate to scale variation. The results highlight the commercial speed in the low scale requirement for sugar, coal, cement and petroleum products, and the insufficient investment in railcars and locomotives, prompting the review of contracts from the previous decade to investigate the influence at the scale level
